What do the error messages:

The IGFXTRAY.exe (and HKCMND.exe) is linked to missing
export HCCUTILS.DLL:Is Display Valid

mean??? How can it be fixed??

This error message implies that igfxtray.exe and hkcmnd.exe are looking for a
different version of hccutils.dll than you have installed on your PC (or more
exactly, is perhaps already loaded in memory). Note that none of these files
are part of the Win Me operating system and are I believe related to the use
of Intel graphics drivers (specifically the Intel(R) 82810 and 82815 Graphics
Controllers). Do you have a motherboard with built in video and does it use
an Intel chip? Have you recently changed your drivers? If so then that is
probably the cause of your problem, especially if you have recently downgraded
your video diver, that is moved to an earlier version. Try uninstalling your
video drivers and downloading and installing the latest version for your
chipset.
