Opened my Sony laptop w/ME and start menu with toolbar is now occupying the
entire right side of my screen. Can shrink it left to view vertically, but
cannot return it to its bottom of screen location.
Have tried all I know. Please advise

Right-click the Taskbar and select Properties confirm that 'Auto hide'
option on the General tab is NOT checked. Then confirm that the option to
move (and resize) the taskbar is enabled on the Advanced tab in the 'Start
Menu & Task bar' window.

You *may* need to do this in Safe Mode.

BTW - You must locate the cursor WITHIN the Taskbar area, not just the edge
of it as you try to move it. The edge is used to shrink or expand the area.
